The reality of it is that there end up being more negative consequences to attacking other civilizations than either staying isolated or being friendly, and the proposition is riddled with antropocentric concepts to begin with. Sure, in smaller time scales it might be that alien civilizations would attack each other, but over longer times they would tend to form alliances.
